So this year I found a new location to try for bear. There is a small stream on the property and I know bears like near water should I set up close to the stream or back off a bit into the woods

Most overlook the value and the need for water nearby. Bears drink a lot of water. It aids in digestion and in the world of a bear - digestion is everything.
Also when the weather is hot bears will lay in water or swampy, shady areas to keep cool. The further you are from their bedding the longer you'll wait before they show up. A bear rising before dusk won't get to you in legal time if he's further away.
Myself I tend to hunt higher ground BUT there must be lowland swamp cool areas in the vicinity.

Hey Mack ... I've always hunted near water and it has never adversely affected my bait site. Now when I say close I'm talking 200-300 yards away. One of my stands was so close I had to be careful not to drop anything from my stand. The sound of the brook also helped to cover any noise I might have made in the stand. The brook also acted as a good alarm when the bears crossed the brook headed to the bait.
